Regional Law No. 76-RZ “On entrustment of some issues of local significance to rural settlements”.

This Regional Law transfers to the competence of local government in rural areas the following issues: (a) water supply, sewerage and heating; (b) participation in the prevention of outbreak of natural and technological disasters, and mitigation of the consequences thereof; (c) conservation and promotion of the objects of cultural heritage; (d) management of domestic waste; and (e) management of protected areas of local significance.

This Decree sets forth that the Council of Ministers declares that Saraçlı area in Ünye district in Ordu to be an area under risk of natural disasters, based on Article 2 of Law No. 6306 on restructuring of areas under risk of natural disasters, upon request of the Ministry of Environment and Urbanization.

The Medium Term Strategy and Business Plan is a national strategy with a sectoral approach, which covers a period of five years from 2012 to 2016. 4.1 The Agriculture Development Strategy (ADS) will guide the agricultural sector of Nepal over the next 20 years. The structure of the agricultural sector is expected to change considerably with agribusiness to grow faster. Strong linkages between agriculture and other sectors in the economy will be critical to the reduction of poverty particularly in rural areas where the development of non-farm activities based on agriculture will be fundamental for the growth of an overall robust economy, a more balanced rural economy, and employment generation.

These Regulations impose duties in respect of safety management systems, preparation of safety reports and emergency preparedness. They carry into effect in Ireland Council Directive 96/82/EC on the control of major accident hazards involving dangerous substances as amended. The Regulations also deal with provision of advice on major hazards in the context of land-use planning decisions.

These Regulations are primarily concerned with the organization of Government's responses to the threat and the occurrence of floods. The Government flood control administration is based on a system of flood control headquarters established at national and local levels, and at the level of designated major river basins such as those of the Yangtze and the Huang rivers (arts. 6 and 7). Flood control plans are to be drawn up by such Headquarters centres and by all other agencies and enterprises with flood fighting responsibilities (arts. 11 and 12).
