This Decision approves the master plan on the socio-economic development of the Central Highlands.The main objectives of the plan include: agricultural and forestry development; protection of national parks and natural reserves; development of mineral exploitation; urban space development; development of water supply systems and of irrigation, drainage and wastewater treatment facilities; and the sustainable use of natural resources and the protection of biodiversity.

The present Law implements the Federal Land Use Planning Law of 22 June 1979 and is the basis for measures concerning land use planning and building of the Canton and municipalities. The Law aims at a purposeful, especially thrifty use of land; the promotion of a meaningful and orderly development of the settlement; the protection of cultural heritage, landscapes and natural resources from impairment.

The present Ordinance implements various articles of the Building Law of 28 April 1985. In particular, the Ordinance lays down provisions relating to land use planning in the Canton Appenzell Innerrhoden. The text consists of 75 articles divided into 5 chapters as follows: Planning law (1); Urbanization, land consolidation and boundary adjustment (2); Building law (3); Building permit process (4); Final provisions (5). One Annex is enclosed.

The present Law implements the Federal Act on acquisition of land by persons abroad of 16 December 1983.. Article 1 establishes that the acquisition of land shall be authorized if this serves as principal residence. El presente Decreto Supremo aprueba el Reglamento de Protección Ambiental para proyectos vinculados a las actividades de Vivienda, Urbanismo, Construcción y Saneamiento, que tiene por objeto regular la gestión ambiental sectorial garantizando la adecuada implementación de la Política Nacional del Ambiente y la Política Ambiental Sectorial; y prevenir, mitigar, controlar y remediar los impactos ambientales negativos derivados de actividades correspondientes a proyectos de inversión del ámbito de competencia del Ministerio de Vivienda, Construcción y Saneamiento.

This regional law establishes the modalities of land use planning of urban land based upon coordination of public and private interests and conservation of urban forests and forest parks. Regional administration shall be competent in the field of mapping and modification of urban land boundaries. In the process of projecting of urban land areas shall be taken into consideration recreational use of urban forests and forest parks and increase of forest cover.

The scope of this Regional Law shall be management, conservation, protection and reproduction of forests located on urban land. Urban forests shall be registered within the boundaries of urban areas and shall be destined for recreation of the population and conservation of favourable environment. Forested urban land parcels of particular environmental protection, scientific, cultural and historic value can be classified as protected areas.

The scope of this Regional Law shall be conservation and improvement of environmental, protective and other beneficial qualities of urban forests. Urban forest shall not be included in state forest fund, but shall be classified as public forest managed by regional administration. Urban forest management must ensure: (a) ecosystem preservation; (b) improvement of forest species composition; (c) conservation of wild fauna and wild flora species; (d) combating pests and diseases; and (e) recreational use of forests.
