The purposes of this Act are: to encourage greater participation by local people in the national economy, to make better use of land, to create greater certainty of title, and to provide for better and more effectual settlement of disputes. The Minister may appoint a Registrar of Incorporated Land Groups under section 3. Part III concerns the recognition of customary corporations by the Registrar. Applications for recognition may be made by "customary groups" under section 5. Section 7 provides for the Register of Incorporated Land Groups.

This Decree establishes that for the period preceding the adoption of the basic land legislation, physical and juridical persons and public officials are committed to civil liability for the following offences in the field of land administration: for the infringement of legal and administrative procedures in urban construction documentation that caused land squatting; for the infringement in the use of land destined for environmental protection, national parks and recreational purpose; for irrational use of agricultural land and lack of protective measures for soil conservation; for dodging

The people's deputies are entitled to verify the results of the application of the Russian land legislation and to make up for the deficiency and drawbacks in the promotion of land reform in accordance with the local executive authorities and the representatives of the local branches of the Federal Committee on Land Reform and Land Resources and of the local prosecutor's office.

The President, for the purpose of promoting effectual land tenure, decrees that the priorities of purchase of the plots of land (or the shares of them), on which are situated previously privatized edifices, have physical and juridical persons that own these edifices. The Decree establishes that the property put on sale regards plots of land (or the shares of them) that had been previously conceded to a tenant or a leaseholder on condition of permanent (limitless) tenure, lifelong ownership with the right of inheritance or of limited tenure, including rent.

This Decree validates the forms of Certificate of landownership, Contract of tenancy for agricultural land, Contract of temporal leasehold of agricultural land. The forms of these documents are supplied in Annexes.

This Act, consisting of 44 sections divided into four Parts and completed by five Schedules, aims to promote reconciliation with the Tasmanian Aboriginal community by granting to Aboriginal people certain parcels of land of historic or cultural significance. The Aboriginal Land Council of Tasmania is established as a body corporate.

There is hereby established a board to be known as the Mackenzie Valley Land and Water Board and a board to be known as the Mackenzie Valley Environmental Impact Review Board. Part 2 concerns land use planning. Land use planning for a settlement area shall be guided by the the principles set out in section 35. Two Land Use Planning Board are established under sections 36 and 38. Part 3 provides, inter alia for the establishment of Land and Water Boards.

El presente Decreto conforma la Comisión consultiva de alto nivel para las comunidades negras, prevista en el artículo 45 de la Ley Nº 70 de 1993, entre cuyas funciones tiene la de contribuir a la solución de los problemas de tierras que afectan a las comunidades negras, para impulsar programas de titulación y dotación de tierras en su beneficio, y la de establecer mecanismos de coordinación con las autoridades y entidades nacionales y territoriales para hacer efectivo el cumplimiento de los derechos sociales, económicos, políticos, culturales y territoriales de tales comunidades.
