Multiple waves of colonizers, each speaking a distinct language, migrated to the New Hebrides in the millennia preceding European exploration in the 18th century. This settlement pattern accounts for the complex linguistic diversity found on the archipelago to this day. The British and French, who settled the New Hebrides in the 19th century, agreed in 1906 to an Anglo-French Condominium, which administered the islands until independence in 1980, when the new name of Vanuatu was adopted.
Vanuatu is a parliamentary republic.

This Act makes provision for the establishment and execution of mortgages and other matters relating to land-based credit. Its purpose is to establish a system of mortgage law in Pohnpei which will induce lenders to make secured commercial and residential loans, while at the same time ensuring that borrowers who execute mortgages of property in Pohnpei have a full comprehension of the nature and consequences thereof and that the parties to the mortgage are protected against unfair practices.
Chapter 2 of Title 41 of the Pohnpei State Code - Survey and Marking.
This Chapter introduces a coordinated system for the survey and mapping of land and provides rules for the use of the system. It also prescribes the form of boundary markers, prohibits specified cultivation of crops near boundary markers and boundary lines which have been surveyed by the Office of Land Management, introduces a programme for the acceleration of the surveying and mapping of lands in Pohnpei and provides for compensation of surveyors.
Chapter 3 of Title 41 of the Pohnpei State Code - Land Measurement System.
This Chapter introduces the metric measurement system for the survey of land. It declares that no contract or dealing or pleading in any court shall be deemed invalid or liable to objection because the measures expressed or referred to therein are measures of the metric system. The Chapter also concerns the compensation for the supply of land markers by the Division of Surveying and Mapping and prohibits the illegal removal or altering of land marks.
Chapter 1 of Title 41 of the Pohnpei State - Pohnpei Land Use Planning and Zoning Act of 1993.
This Act concerns land use planning in the State of Pohnpei. Its objectives are to promote responsible and balanced development, to preserve and enhance cultural and traditional values, to conserve and protect the natural environment, and to assure adequate provision for community facilities and requirements. All use of land, both public and private, must be consistent with provisions of this Act.The Act establishes the Pohnpei Land Use Planning and Zoning Commission. The Commission shall prepare a master land use plan, the scope and contents of which are set out in this Act.
Chapter 6 of Title 38 of the Pohnpei State Code - Board of Land Surveyors Examiners and Surveyors Registration Act of 1982.
This Act concerns the registration of land surveyors and for this purpose establishes the Board of Land Surveyors Examiners. The Board shall keep a Register of Land Surveyors. The Act prohibits surveying of land unless a person is registered as a land surveyor and specifies criteria for registration. The Act also provides for control of the practice of land surveying and defines sanctions for malpractice.
