Hungary became a Christian kingdom in A.D. 1000 and for many centuries served as a bulwark against Ottoman Turkish expansion in Europe. The kingdom eventually became part of the polyglot Austro-Hungarian Empire, which collapsed during World War I. The country fell under communist rule following World War II. In 1956, a revolt and an announced withdrawal from the Warsaw Pact were met with a massive military intervention by Moscow. Under the leadership of Janos KADAR in 1968, Hungary began liberalizing its economy, introducing so-called "Goulash Communism." Hungary held its first multiparty elections in 1990 and initiated a free market economy. It joined NATO in 1999 and the EU five years later.

Hungary is a parliamentary republic.

Decree No. 16 of 2002 of the Government on detailed rules of exercising the right of pre-emption and privileged lease of arable land.

In case of existence of a right of pre-emption on an arable land or farm, the proprietor must notice the offer to buy, before the stipulation of the contract, to the persons entitled to pre-emption or privileged lease. The Decree contains detailed rules regarding the way of notification and acceptance or renouncement of the entitled person to pre-emption or privileged lease.

This Decree sets out the rules of procedure of classification of agricultural and forest land. The purpose of the classification is the determination of the quality of land destined to various uses. There are eight quality classes. A land quality map must be prepared showing the results of the classification process. For this purpose a copy of the cadastral map may be used. Annex 1 lists valuation territories with approximately similar production conditions.

This Decree lays down detailed rules regarding the subject and content of real estate registration. It specifies one by one rights and facts that must or may be registered on property records. It also specifies the categories of real estates, such as crop field, grass land, vineyard, orchard, forest, fish pond, uncultivated land, and various kind of buildings. Real estate registration process, changing of recorded data, and the necessary documents for the registration are also described in this Decree.

The purpose of this Act is to determine in detail the transfer of ownership of state owned assets to local government, and so to ensure the necessary assets to the functioning of the latter. Chapter I rules the transfer of assets to local governments such as flats and premises other than flats, monuments, protected natural areas, lands, the assets of public utilities, water resources (except for transboundary waters), water works and water supply services. Chapter II regards the transfer of the management right of real estates.
