The Ordinance consists of the following Parts: Grants, Leases, and Other Dispositions of State Land (I); Execution, Authentication and Registration of Instruments of Dispositions (II); Vesting Orders and Vested Land (III); State Lands Vested in Village Councils (IV); Special Leases by Local Authorities of Lands Vested in Such Authorities (V); Reservations (VI); Road Reservations (VII); The Foreshore (VIII); Regulation and Control of the Use of the Water of Lakes and Public Streams (IX); Recovery of Payments Due to the State and Cancellation of Instruments of Disposition (X); Administration

Article 12.1 shall be amended to add the following wording: “Lease contract for public land plot shall be concluded without tender in cases envisaged by the Land Code of the Russian Federation”.

This Regional Law establishes the modalities of calculation of lease for public land plots and land plots with undelimited ownership, allotted on lease without public tender (auction). It establishes calculation formula for lease of land.

The present Law implements the Land Parcel Act of 28 July 1961, the Land Lease Contracts Act of 8 November 1985, the Agricultural Adaption Act in its version of of 3 July 1991. In particular, the Law lays down provisions relating to the correct and efficient implementation of the afore-mentioned Acts. The text consists of 4 articles as follows: Agricultural authorities (1); Competences (2); Enforcement of the Land Parcel Act (3); Vocational training in agriculture and forestry (4).

These amendments, being part of a general revision of Acts relating to land, concern the reinforcement of the legal position and rights of labour tenants, now called "occupiers".

The purpose of this Law is the establishment of market oriented conditions in the agricultural sector based on private ownership. Land transfer and the use of land as guarantee for land-based credit should promote the efficient operation of new businesses. This Law basically regulates the use of arable land and aims to create landed properties suitable for competitive agricultural production, avoiding to burden land with the effects of excessive subdivision.

This Regional Law establishes plenary powers of the regional Legislative Assembly, Governor, Regional Government and authorized regional state executive body in the sphere of land relations. It also establishes maximum agricultural land area (150 ha) and minimum agricultural land area (0, 5 ha) of public and municipal land that can be allotted in ownership for farming. The aforesaid plots of land can be allotted once-only.

This Law establishes that beginning from 1 March of 2015 the amount of lease payments for public plots of land and plots of land with undelimited ownership allotted on lease without tenders shall be fixed by the Regional Government if otherwise is not envisaged by Land Code of the Russian Federation and other federal laws.

This Act makes provision for the registration of land and provides, for this purpose, for an administrative framework, defines the effect of registration of land and regulates the procedures of registration, survey and combination, subdivision and re-parcelling of land. The Act also provides for the registration of lease of agricultural tenancies and its legal consequences.

The purpose of this Act is to contribute to the strengthening of the agricultural competitiveness, the balanced development of the national economy, and the preservation of national land through the stabilization of farmers' agricultural management and the improvement of agricultural productivity, by stipulating necessary matters for the ownership, utilization, preservation, etc.

Part 1 establishes a right to be on land for recreational, educational and certain other purposes and a right to cross land. The rights exist only if they are exercised responsibly. Some of the provisions for that purpose are also extended in relation to rights of way and other rights. Part 1 imposes certain duties on local authorities in relation to access on and over land in their areas and, in particular, requires them to draw up and adopt a plan of core paths in their areas.

The present Act provides for a framework to protect the integrity of the land titles system in Yukon, to secure interests of property owners, and provide new economic development options. Furthermore, the Act establishes a new mechanism for registering settlement land while safeguarding aboriginal rights and title. This will create new residential and commercial development opportunities. The Land Title Office shall keep pace with the volume and complexity of modern land dealings in Yukon and provide more accessible land titles information.
